Release Notes:

1. When creating XIO-based Tcl channel, client-side program can specify an of the following GSSAPI delegation mode:
   • None
   • Limited
   • Full
   Currently, the default delegation mode is set to NONE.
   This is to avoid the long connection setup time on the server-side program when using 1024-bit delegation keys. This problem is only showing up within LDAS using Globus Toolkit 4.0.2 because GSSAPI library now checks for the strength of peer's credential keys.
   In Globus Toolkit 4.0.1, GSSAPI delegation always generates 512 bit keys irrespective pf the keys bits in the source credential.
